Dear Friends,

Please see below the appeal for action on the case of Ngadinah Binti Abu Mawardi, the secretary of the Footwear Workers Association (PERBUPAS) at PT PANARUB, a sport shoe factory in Indonesia that produces for Adidas. Ngadinah was arrested and needs our support. Please see the action request at the end of this message.

PT Panarub has been the site of labor unrest for sometime now -- in 1999 there was an appeal for action on the case of a worker who was fired for peaceful union activity, then in September 2000 several hundred workers were on strike. At that time violence was reported. Ongoing harassment of union leaders has been reported. This violates the Adidas code of conduct.

Today, April 23, 2001, Ngadinah Binti Abu Mawardi is the secretary of Footwear Workers Association (PERBUPAS) PT PANARUB (The company which producing ADIDAS), that located in Tangerang, Indonesia, was arrested in Tangerang prison by ordered of office of the counsel for the prosecution. She was accused a crime action “unpleasantly (tidak menyenangkan)”. This case is interrelated with the strike on last September 2000 where Ngadinah and her friends were organize the strike with 8000 workers at PT PANARUB. The demands of the workers on September 2000 were:

  1. Implementation the Ministry of Manpower Decree No. 150 of 2000
  2. Allowance lunch increase from Rp 1,600.00 to Rp 4,000.00
  3. Overtime pay must paid according to Regulation Ministry of Manpower No. 72 of 1984 concerning Payment of Overtime Wages
  4. Implementation of menstruation leave on first and second day
  5. Improvement of extra allowance for workers who working in night such
    as:
    1. Extra food from bread to be rice
    2. Increase of coffee allowance from Rp 150.00 to Rp 1,000.00
    3. Allowance of shift pay Rp 1,000.00/day
  6. Health allowance for families

On September 12, 2000 there was an agreement between PERBUPAS and management (Roni) that the management would not do intimidation and firing for workers who involved at that strike but on October 2000, the management back accused Ngadinah that she was make a crime action that is “perbuatan tidak menyenangkan (unpleasantly)”. The management thought that Ngadinah is the leader of that strike. Through this case management has against their agreement on last September 12, 2000.

On april 20, 2001 the police call her again and today April 23, the police call her to the office of the counsel for the prosecution because the police give that case to that institution. Public prosecutor asked Ngadinah for her interrogate regarding that case, then Ngadinah arrested for 20 days in Tangerang prison.

Regarding this case, we remark that the company is anti Footwear Workers Association (PERBUPAS) and ILO Convention No. 87 because since the establishment of PERBUPAS the company was fire some board of PERBUPAS. For supporting this case, we need your solidarity action through protest letter for ADIDAS in order to abrogate its accusation, deferment of arresting and reinstate her again in PT PANARUB. We do hope that all of you make a campaign for this case and boycott for ADIDAS in whole Europe markets.
