The Swiss Project on Independent Monitoring

Pilot study's background

The Clean Clothes Campaign (CCC) was launched in Switzerland in January 1999 by three NGOs (Action Carême, Déclaration de Berne and Pain pour le prochain). The pilot project, under the responsibility of Isabelle Scherer, started its activities in October 2000.

Project Aims

In March 2000, three Swiss retailers (Charles Veillon SA, la Fédération des Coopératives Migros and Mabrouc SA/Switcher) adopted a Code of Conduct similar to the Code of the CCC, and entered into an agreement with the promoters of the Campaign, setting up a pilot project. This project, whose duration is limited to 1,5 years, will study the feasibility of an independent monitoring model, capitalizing on the existence of local resources and partners in the producing countries. The pilot project, which started in October 2000, is initially limited to a very small number of suppliers, located in India and China.

Project Implementation

After spending several months identifying potential local partners in the two countries chosen for this experiment (India and China), the pilot project carried out its first visits of three Indian suppliers located in Tamil Nadu (South India) in September 2001. Local Indian social researchers were involved in the interviews of the workers, while auditors were entrusted with the inspection of the production facilities and of relevant registers. After corrective actions were formulated between the Swiss companies and their suppliers, a follow-up visit to check their implementation took place in October 2002.

The costs for the pilot project and for the work of the Pilot Board are being paid by the three companies involved. The three Swiss retailers are the first in Europe to have signed the actual CCC Code.
